Meet Our Team

Fawn Barrie



Fawn has worked in Oregon politics for close to 20 years. She represents clients on a variety of issues including healthcare, business, telecommunications and environmental issues. Fawn serves as the Executive Director of two associations and is known for her coalition coordination capabilities. Fawn previously served as the Communications Director for two former House Majority Leaders.  She has also worked on several candidate campaigns and has an in-depth knowledge of legislative races in Oregon.  She received her BA in Political Science from Wittenberg University.

Kelsey Wilson



Kelsey has worked in state lobbying and Oregon politics for 13 years representing interests essential to Oregon’s economy – from transportation funding and policy to health care and general business and employment issues.  Kelsey earned her BA in Business Administration from Gonzaga University, where she was an Academic All-American collegiate golfer and played four years on the varsity women’s golf team. She serves as Vice-Chair of the Oregon Capitol Club, the professional organizations for lobbyists in Oregon.

Montana Lewellen


Government Affairs Account Executive

Montana Lewellen has joined Legislative Advocates as an Associate for the 2019 Legislative Session. In June 2018, Montana graduated with her master’s degree in Policy Development from the OHSU/ PSU School of Public Health. She previously worked as a policy coordinator for the Oregon Community Health Workers Association and as a government relations fellow for the Oregon Health and Science University.

Maggie Emery


Business Manager/Association Manager

Maggie manages the day to day business needs of Legislative Advocates and has been with the firm for  9 years. She focuses on event planning and project coordination for our clients and also handles association management responsibilities for two associations. Maggie has a degree in Business Administration from Oregon State University and previously worked for the Bureau of Labor and Industries.

Brandy Sweet


Account Executive/

Association Services Coordinator

Brandy has served as the association services coordinator and event planner for our client, the Oregon Association for Home Care (OAHC) since 2005. She also provides additional administrative support for Legislative Advocates and various clients. Brandy earned a BA in Business Administration from the University of Oregon. 

Shelley Kennedy



Shelley handles bookkeeping and administrative tasks for Legislative Advocates. She has worked as a bookkeeper and accountant for over 20 years and is a graduate of Oregon State University.
